If you're operating a Republic of the Marshall Islands (RMI)-flagged yacht and planning a trip to the U.S., here are the essential safety and compliance tips from Yacht Safety Advisory (YSA) 08-23. This guide ensures smooth sailing when navigating U.S. waters under RMI regulations.
Key Points to Remember:
Notice of Arrival (NOA):
Yachts over 300 gross tons must submit a Notice of Arrival (NOA) before entering U.S. waters. Follow Title 33 of the U.S. Code of Federal Regulations for submission details.
Port State Control Examinations:
Yachts 300 GT or more are subject to U.S. Coast Guard (USCG) examinations under Policy Letter 15-04. Be ready for inspections!
Manning Requirements:
While RMI doesn't mandate a Minimum Safe Manning Certificate (MSMC) for private yachts, having appropriately licensed crew is crucial to avoid penalties. Voluntarily obtaining an MSMC can help satisfy USCG expectations.
Pollution Prevention:
Ensure compliance with MARPOL pollution prevention regulations. Your crew must know how to use equipment and maintain records properly.
Consequences of Non-Compliance:
Failure to meet U.S. regulations or international standards could result in penalties, deficiencies, or even detention of your yacht.
Stay compliant and enjoy a hassle-free voyage!
